Standardized test methods such as the ASTM E84 (UL 723. NFPA 255, UBC 42-1)for wood measure the performance of the fire retardant treatment for interior use. For exterior use, it must pass the ASTM E84 after the ASTM D2898 test method . The measure of the performance of fire retardant treatments is not a single test method. One Product or One Test does not do it All. Different materials and substrates and uses require different test methods such as fire retardant roofing materials - ASTM E108, UL790, fire retardant fabric - NFPA 701, FAR 25.853 , CAL SECT. 1237.1, CAL 117-F, Federal Standard 16CFR (FF-72 , NY-NJ Port Authority, Fire retardant paper, cardboard, packaging - ASTM E162, Fire retardant PVC pipe, fiberglass composites, plastic,IMO R.A. 753(18) ASTM F1173.95 , Fire retardant Christmas trees -CAL ADMIN CODE, TITLE 19, PUBLIC SAFETY, SECTION 1254.3).
In regard to fire retardant wood the ASTM E84, UL 723 (Steiner Tunnel) test procedure conducted on 2" x 6“ southern yellow pine (SYP) lumber is specific to that species of lumber only, whereas the flame spread rating would be different for another species such as douglas fir, spruce, etc. Fire codes require each species to be tested separately. Similarly, even if a test conducted on SYP lumber achieves a flame spread rating of less than 25, it does not mean it will achieve the same on different substrates such as SYP plywood, a separate fire test is required. In addition, specific use such as roof deck construction assemblies should to be tested under the UL1256
